PFAS規制に対するパブリックコメントの発信
2023年3月22日に欧州化学品庁（以下、ECHA）のパーフルオロアルキル化合物及びポリフルオロアルキル物質 (以下、PFAS) の規制案が公表されました。
この案は、製造工程や分子構造に基づき、「最終分解生成物が非常に難分解性であること」のみを根拠として、10,000を超えるフッ素化合物を一括りに規制するものです。
一般社団法人日本電線工業会（以下、当会）は、PFAS の一律規制より電線・ケーブルが除外されるべきであると考えます。
当該物質の化学的危険性・リスクから見て妥当ではなく、特にフッ素樹脂は安定性に優れた材料であり、生物濃縮性や毒性学的影響などの懸念を有さないためです。
当会は、関係委員会の情報を集約し、ECHAにパブリックコメント（以下、パブコメ）を2023年5月31日に発信し、受理されました。

当会が発信したパブコメは、公知の情報に基づくものであり、具体的な個社製品については言及しておりません。重要なのは、決定権のあるECHA議員の心を動かす、より具体的な製品／用途を発信し、フッ素化合物の重要性を伝えることです。
当会の発信は、あくまでも個社からのコメントを促す呼び水です。フッ素化合物を使う個社からの、ECHA議員の心を動かす、生のコメントが必須です。個社機密情報であれば、その旨を発信(SECTION V. Confidential Attachment) すれば、ECHA内で対応されますのでご安心下さい。パブコメを出さないと、個社/団体が規制内容を認めたことになるリスクが懸念されます。個社でのパブコメ対応の発信についてご検討下さい。
以下は、当会が発信した、意見の主旨及び電線・ケーブルの絶縁材料としてのフッ素樹脂の特長と用途をまとめたものです。
意見の主旨：
The Japanese Electric Wire & Cable Makers' Association (JCMA) is an organization comprised of businesses engaged in the manufacture of electric wires and cables in Japan. It was established in 1948. The role of JCMA is to contribute to society through the development of the wire industry, which supports modern society.
JCMA believes that a thorough reevaluation is necessary to determine whether a uniform regulation on PFAS (Per- and Polyfluoroalkyl Substances) is justified based on the chemical hazards and risks associated with these substances. In particular, fluororesin are excellent materials in terms of stability and do not raise concerns regarding bioaccumulation or toxicological effects.
Therefore, JCMA believe fluororesin should be excluded from the recent regulations.
As manufacturers, we have been actively working to comply with chemical regulations in various countries. Furthermore, we support the ambitious efforts of the European Union (EU) to reduce risks posed by hazardous substances and have earnestly taken measures to meet the requirements of EU chemical regulations such as REACH.
However, the proposed restrictions on PFAS (Per- and Polyfluoroalkyl Substances) put forward by five European countries are considered excessive as they encompass over 10,000 organic fluorine compounds, citing their persistence and similarity to already regulated substances like PFOS and PFOA. In particular, fluororesin (PTFE, FEP, PFA, ETFE, Fluoro rubber, Fluoroacrylate, etc.) are the only materials that possess heat resistance, weather resistance, chemical resistance, water repellency, lubricity, and unique optical/electrical properties simultaneously. They are indispensable as wire insulation materials for specific applications, and the impact of their regulation would be significant.
As stated in the attached Section IV, we will provide information on the utility of fluororesin as insulation materials for wires and cables in special applications, as well as fluororesin distinctive features and applications as insulation materials for wires and cables.
